  17. <p>More than 1,400 pilgrims perish in a tunnel stampede
  18. </p>
  19. <p>     For Muslim pilgrims, a high point of the hajj to Mecca is
  20. the trek to Jamarat al `Akaba in Mina, one of the three stoning
  21. points of Satan. Each passing pilgrim must cast pebbles at this
  22. rock pillar in a ritual that symbolizes the faithful's struggle
  23. against evil. At 10 a.m. last Monday the believers suddenly
  24. faced a more earthly trial.
  25. </p>
  26. <p>     As throngs of the faithful, clad in traditional terry-cloth
  27. robes, crossed a pedestrian bridge in Mina, a railing gave way
  28. under the pressure. Seven worshipers plunged 8 meters, smashing
  29. into even greater waves of people at the mouth of a
  30. 550-meter-long tunnel dug through a mountain to ease the
  31. pietists' journey. The rain of bodies brought foot traffic to
  32. a halt, but at the tunnel's opposite end other hajjis, unaware
  33. of the human blockade, continued to shove forward. Soon the
  34. passageway was jammed with some 50,000 people, many times more
  35. than its capacity. Next, according to survivors, for reasons
  36. still unexplained, the lights in the tunnel went out and the
  37. ventilation system failed--on a day when the temperature
  38. outside was a searing 112 degrees.

  40. <p>     Then came mad panic. In the scramble to escape, hundreds
  41. were crushed under the frantic feet of their co-religionists;
  42. others collapsed in the airless heat. "It was terrible," an
  43. Arab survivor told Saudi television. "When one stumbled, scores
  44. trampled him and hundreds fell on top of them." According to
  45. Islamic teachings, to die while on the hajj ensures immediate
  46. ascension to heaven. On that day 1,426 Muslims earned the
  47. privilege.
  48. </p>
  49. <p>     In the face of such a ghastly tragedy, Saudi Arabia's
  50. response sounded shockingly cavalier. Officials initially
  51. dismissed reports of 1,400 killed as exaggerations, while King
  52. Fahd called the calamity "God's will." Said he: "Had they not
  53. died there, they would have died elsewhere." The unapologetic
  54. monarch suggested that the pilgrims themselves were to blame
  55. for not abiding by "official instructions." Later the government
  56. conceded on the death toll, but the King, in a radio address,
  57. clung to his claim of inculpability, asking, "Can anyone stop
  58. death?"
  59. </p>
  60. <p>     Certainly, managing the hajj is a formidable exercise.
  61. Despite Saudi efforts to regulate where and how believers
  62. travel, some, particularly the elderly, perish each year
  63. attempting to complete the long hikes in the desert sun
  64. required by the pilgrimage, which is a must for any Muslim who
  65. is physically and financially able to make it. In recent years
  66. the month-long hajj season has become more unmanageable as the
  67. Islamic revival and the increased affordability of air tickets
  68. have swelled the annual ranks of pilgrims to 2 million or
  69. more. To handle the deluge, the Saudi government is investing
  70. $15 billion in infrastructure projects, including the ill-fated
  71. bridge and tunnel.
  72. </p>
  73. <p>     The centuries-old rift between Islam's Sunni branch, which
  74. includes the royal family and most other Saudis, and the
  75. Shi`ites, dominated by the Iranians, has also generated
  76. trouble. Three years ago, 402 pilgrims died when Saudi security
  77. forces fired on Iranian-led protesters in Mecca. Last year two
  78. bombings, which Saudi officials say were instigated by Tehran,
  79. killed one and wounded 16 others. Newspapers in Iran as well
  80. as the pro-Tehran Party of God in Lebanon responded to last
  81. week's mishap by blasting the Saudis and repeating their demand
  82. that King Fahd's exclusive custodianship over Islam's holiest
  83. places be revoked. Even in the midst of disaster, there was
  84. no peace in Allah's house.
